Definition of "protected"

We begin with the definition and then explain the reason behind it. A protected computer is one:

used exclusively by a financial institution or the federal government;

the use of which by a financial institution or the federal government is affected by the conduct constituting the offense;

used in or affecting interstate or foreign commerce or communication. The third condition ia one that concerns us.
